The objective is that all of the regional hospitals can offer bed-based rehabilitation, day services, outpatients’ clinics and ambulant services.
Emphasis will be placed on comprehensive patient processes and on trying to achieve a division of functions throughout the region, based on frequency and complexity.
The regional Plan of Action aimed to increase the number of beds in different units, but this has proved impossible to achieve. Partly because of the condition of the hospitals’ premises themselves but mostly because the hospitals’ finances have not allowed an increase in capacity.
All the same, the Plan has helped provide a strengthened service, among other things by adding positions in ambulant rehabilitation and in the child habilitation service.
In order to contribute to enhanced competence in Habilitation and Rehabilitation, a competence programme has been developed. This is module-based and it is possible to choose between 11 modules over two years. The programme is currently focussing on the cognitive consequences of brain damage.
Furthermore, work on professional networks has been strengthened. This field has had a number of expert networks but the framework for their work has varied greatly.
A separate study programme for doctors in specialisation has been established in Physical Medicine and Rehabilitation.
